The First Training of Members of the Monitoring Body for the Implementation of Local Anti-Corruption Plans

USAID Government Accountability Initiative and Transparency Serbia organized the first in a series of online trainings for members of independent monitoring bodies for the implementation of local anti-corruption plans (LAPs). Organization of thematic trainings in the areas covered by LAPs has emerged as a need for members of the bodies monitoring the implementation of this document to gain sufficient knowledge and understand the situation in these areas and to properly monitor measures to reduce corruption in local governments.

The first training was dedicated to the new Law on Public Procurement (PPL), which was adopted in 2019 and which will be applied from July 1, 2020. Participants had the opportunity to hear about the latest developments introduced by the Law, the requirements for cities and municipalities as contracting authorities, as well as possible activities and initiatives that members of the monitoring body can take to improve the situation in this area. The 2017 LAP model contains the area of ​​public procurement as one of the most important for the prevention of corruption, which needs to be regulated and monitored in the context of the novelties introduced by the new PPL, which was also one of the topics of this training.

USAID Government Accountability Initiative and Transparency Serbia provide technical assistance to strengthen the capacity of independent bodies to monitor the implementation of LAPs in seven cities and municipalities – Sombor, Sabac, Vrnjacka Banja, Raska, Novi Pazar, Vranje and Kragujevac. The support consists in helping these bodies to regulate and plan their work, to empower them to adequately monitor the implementation of LAPs, to prepare and publish quality reports, as well as to better understand the situation in areas that are particularly risky for corruption. In next period, it is planned to organize trainings on other topics, in accordance with the needs and interests of members of these bodies.
