Support to Local Governments to Improve their Information Booklets

Government Accountability Initiative (GAI) provided technical assistance to the City of Sombor and the Municipality of Žabalj to improve their Information Booklets. Information Booklet is one of the main tools ensuring transparency of local governments, and also the document from which citizens can learn all important information about their municipality in one place. With the support of Transparency Serbia, these two local governments were provided with a detailed analysis of their Information Booklets, their compatibility with the Law on Free Access to Information of Public Importance and Instruction for the preparation and publication of Information Booklets, as well as their structure, content, and the process of its updating. Based on the analysis, detailed recommendations were developed and will be used by both local governments in the preparation of a new, improved Booklet template during the course of 2021.

USAID Government Accountability Initiative Supports Local Governments to Implement New Law on Public Procurement

USAID Government Accountability Initiative (GAI) is providing technical assistance to the cities of Sombor, Šabac and Novi Pazar to develop new internal acts according to the new 2019 Law on Public Procurement. The internal act will enable these three local governments to align their internal public procurement procedures and organizational processes with the provisions of the new Law.

USAID Supports the City of Sombor to Decrease Administrative Burden on Citizens and Increase Service Delivery Efficiency

Citizens in one city in Serbia will no longer have to visit multiple government offices to complete one of the most frequently requested services. In 2016, Serbia adopted a General Administrative Procedure Law[1] that introduced the institution of the Single Administrative Point (SAP) providing a legal basis for data exchange between public administration bodies and centralized delivery of services that revolve around a single life event thereby linking several administrative procedures into one step. USAID Government Accountability Initiative (GAI) is working with selected local governments in Serbia, delivering tailored assistance to improve their accountability, transparency, and accessibility. Having assessed the possibilities of linking several administrative procedures into a single procedure for citizens, GAI assisted the City of Sombor to introduce the first SAP in its Service Center[2].
