Practicum for Investigation and Adjudication of Corruption Offences

Practicum for Investigation and Adjudication of Corruption Offences was developed by a group of authors through the support of USAID Government Accountability Initiative (GAI), with the aim to provide guidance and practical advice for investigation and prosecution of criminal offences with corruptive elements.

With the entry into force of the new Law on Organization and Jurisdiction of State Authorities in Combating Organized Crime, Terrorism and Corruption, the concepts of forensic accountant, task force and liaison officer were introduced for the first time in Serbian legislation. The introduction of these concepts and the new organizational structure of the authorities responsible for preventing and combating corruption (creation of specialized units in courts, public prosecutor’s offices and the Ministry of Interior) entails a need for a better understanding of the improved inter-institutional cooperation and appropriate training of the most important actors in the fight against corruption in the Republic of Serbia. This publication represents an initial step in promoting efficient and innovative methods in fighting corruption and adopting good practices through their implementation.

Guide for improved communication of cities and municipalities on social networks

The Government Accountability Initiative (GAI) and the agency Executive Group have published a Guide for the Use of Social Networks for Local Self-Governments, which aims to increase the transparency of the work of cities and municipalities, improve the communication of local administration with citizens, and enable public participation in decision-making process. The guide is based on the experiences and knowledge of communication and social media experts at Executive Group, an analysis of the presence of local governments on social networks, as well as an exchange of experiences during a two-day training GAI have organized with seven partner LSGs in June 2019. Local Anti-Corruption Plans: Frequently asked questions and answers

Document Local Anti-Corruption Plans: Frequently asked questions and answers arose from the need to offer solutions to the identified doubts and gaps in interpretations that arose during the development and implementation of Local Anti-Corruption Plans (LAPs) in 145 cities and municipalities in the Republic of Serbia, but also out of the need to promote good solutions created during this process.

The attached list of questions and answers was created partly through summarizing the answers to the questions received by the Anti-Corruption Agency and the Standing Conference of Towns and Municipalities, and partly through the analysis of reports on the adoption of local anti-corruption plans submitted by the local self-governments to the Anti-Corruption Agency. Another source of the questions and answers were also the results of an online survey answered by 92 local self-governments, as well as the experience and practice gained by the Bureau for Social Research (BIRODI) during its work on promoting and advocating the fight against corruption at the local level.

Local Anticorruption Plan for Raška Municipality

Local Anticorruption Plan (LAP) for Raška Municipality, was developed through the support of the USAID Government Accountability Initiative and Transparency Serbia, from January till April 2019. Draft LAP was developed according to Model LAP adopted by Anti-Corruption Agency in 2017. In accordance with the recommendations in Model LAP, the Draft was developed in a participatory process, through active engagement of representatives of civil society and citizens in Working group. After public debate, municipal institutions adopted this document which is now available to the public. This document is available only in Serbian language.
