Improved Rulebook on internal whistleblowing in Public Housing Enterprise “Kragujevac”, in line with Pištaljka’s recommendations

Based on the analysis of the existing rulebook and the recommendations provided by Pištaljka, the Rulebook on internal whistleblowing in Public Housing Enterprise “Kragujevac” (PHE “Kragujevac”) was improved. This public utility enterprise fully or partially accepted 11 out of 13 recommendations from Pištaljka. These changes to the rulebook will significantly improve the status of employees, other persons engaged in work and beneficiaries of services of PHE “Kragujevac” who all may be whistleblowers.
Some of the adopted recommendations include the one that the person authorized to receive the whistleblower information must be a full-time employee at the employer (so that he/she is able to manage the procedure without the fear of being laid off), that the person may seek an exemption if he/she is in the conflict of interest or a blood relative to the whistleblower or reported person, that the employer may not undertake any harmful action towards the whistleblower, and also that the employer must act upon the report within 15 days from receiving such report, that the employer must notify the whistleblower of the outcome of the procedure, and most importantly, that the whistleblower is allowed to gain insight into the case files and attend the procedural actions.
Improving the rulebooks on internal whistleblowing in local governments and local public enterprises is a part of much broader efforts lead by Government Accountability Initiative in cooperation with Pištaljka portal, whose goal is to improve the internal whistleblowing mechanisms and whistleblower protection at the local level. A number of basic and advanced trainings have been delivered so far, attended by more than 150 employees from local self-governments and local public enterprises. PHE “Kragujevac” is one of the enterprises that expressed interest in receiving the tailored technical assistance in this area. Their Rulebook, now improved on the basis of GAI activities, may be used as a model rulebook for other local public enterprises.
